Those portions of the airspace where it is determined that air traffic control service will be provided to IFR flights shall be designated as control areas or control zones. Where designated within a flight information region, control areas and control zones shall form part of that flight information region.

Designation and establishment of specific portions of the airspace shall be relevant to provisions of recommended practices of ICAO, and has been decided and designed by the appropriate ATS authority, according to previous coordination with adjacent states (adjacent FIRs), adjacent units, and air traffic control services to be provided.
